Taco Lasagna

1 lb. ground beef
½ c. chopped green pepper
½ c. chopped onion
2/3 c. water
1 envelope taco seasoning
1 can black beans drained
1 can diced tomatoes with chilies (or a can of Rotel)
1 c. frozen corn
6 flour tortillas
1 can refried beans
3 c. cheese

In large skillet, cook beef, green pepper and onion over med heat until meat is done. Drain. Add water, taco seasoning, and bring to a boil. Reduce heat, simmer uncovered for 2 minutes. Stir in black beans, tomatoes and corn. Simmer uncovered for 10 min. Spray 9x13 pan with cooking spray. Place 2 tortillas in bottom. Spread with ½ of the refried beans and top with half the beef mixture and 1 c. of the cheese. Repeat layers. Top with remaining tortillas and cheese. Cover and bake at 350 for 25-30 min. or until heated through and cheese is melted.
