Black Bean and Corn Chili with Cheese Cornmeal Dumplings

1/2 c. each dried small red chili beans, and black beans speed soaked
1 28 oz can tomatoes
1 green pepper chopped
2 onions chopped
1 1/2 c. corn
1 chili pepper chopped
4 cloves garlic minced
2 T chili powder
2 tsp cumin
1 tsp oregano

1/2 c. flour
1/2 c. cornmeal
1 tsp baking powder
2 T butter
4 T cheddar cheese
1/2 c. milk

Combine red and black beans in pressure cooker. Cover with an inch of water. Lock lid and cook 4 min. Quick release, pour off liquid and stir in tomatoes through oregano. Lock and cook 2 min. Prepare dumplings by whisking together dry ingredients. Cut in butter and stir in cheese. Pour in milk and mix using fork until just combined. Drop onto chili by the Tbs. Loosely cover the cooker and cook until dumplings are done 8-10 min.
